Ashok Kumar
Chairperson
Mr. Ashok Kumar is a social development practitioner, trainer, human rights defender and social researcher with over a decade of experience in field of human development, climate and environmental justice, human rights, social justice, sustainable development, disaster response, capacity building and community empowerment. Holding postgraduate degrees in Sociology and Political Science along with a PG Diploma in Rural Development, he has worked with leading organizations such as Himalayan Centre for Human Development, ActionAid Association, Human Development Organization, State Resource Centre (H.P), HGVS, Population Research Centre and Simla Collective. With strong expertise in community engagement, participatory research, capacity building, and policy advocacy, he has facilitated workshops and training programs for elected representatives, civil society actors, and marginalized communities. Currently serving in leadership and coordination roles within social development initiatives, he focuses on sustainable development, ecological justice, and strengthening grassroots institutions. He is currently serving as the Chairperson of the Himalayan Centre for Human Development and Coordinator of the Simla Collective. Through diverse and deep engagement with grassroots realities, he brings a people-centric and rights-based perspective to discussions on development, climate resilience, and social justice. Â
Govind Thakur
Secretary General
Govind Thakur is an experienced educator and social development practitioner committed to promoting education, social justice, and community empowerment. He is serving as an Assistant Professor at SSITE B.Ed. College since 2014, where he actively contributes to the training and mentoring of future educators with dedication and academic excellence. He holds academic qualifications including B.Ed., M.Ed., M.A. in Sociology, and M.A. in Political Science, reflecting his strong interdisciplinary understanding of education, society, and governance. In addition to his academic role, he serves as the Secretary General of the Himalayan Centre for Human Development, where he leads initiatives focused on human rights, environmental protection, gender equality, women empowerment, education awareness, health and wellness, and the promotion of culture and arts. Through his academic work and community leadership, Govind Thakur continues to promote inclusive development, social awareness, and sustainable practices for the betterment of society.
Rakesh Verma
Finance Secretary
Mr. Rakesh Verma is a Management professional, academician, and development practitioner with over 12 years of experience in education, project management, and organizational administration. Currently serving as a Consultant with the Eicher Group Foundation, bringing proven expertise in leadership, stakeholder engagement, marketing management, and skill development initiatives. Possesses a strong academic background with M.Phil., M.Com., and MBA (HR), complemented by extensive experience in teaching, research guidance, and institutional collaboration. Demonstrates strong capabilities in analytical thinking, strategic planning, and program implementation, with a commitment to driving impactful community development and organizational growth initiatives.Â
Tek Chand (Advocate)

Adv. Tek Chand serves as the Member of Executive Board of the Himalayan Centre for Human Development. He holds academic qualifications including B.Sc., B.Ed., M.A. in History, LL.B., PGDPM, and a Diploma in Women Development Studies. With more than 10 years of legal practice as an advocate in the Himachal Pradesh High Court, he brings strong expertise in legal advocacy and social justice. He has also worked for three years with the HPVHA Project (Open Shelter), contributing to community welfare and the protection of vulnerable groups. His work reflects a deep commitment to human development, rights-based approaches, and community empowerment.
Anita (Advocate)
Legal Advisor
Adv. Anita is a dedicated legal professional with over a decade of experience practicing at the High Court and District Court in Shimla. She holds a Master’s degree in Law along with a Post Graduate Diploma in Personnel Management and Labour Welfare, for which she was awarded a Gold Medal in recognition of her academic excellence. With a strong commitment to social justice and community empowerment, she has worked with reputed development organizations including Himalayan Centre for Human Development and ActionAid Association. Her work reflects a deep engagement with issues related to labour rights, legal awareness, and community capacity building. Alongside her active legal practice, Adv. Anita currently serves as a Community Trainer with ActionAid Association and provides legal guidance as a Legal Advisor to the Himalayan Centre for Human Development. Through these roles, she contributes to strengthening legal awareness, promoting rights-based approaches, and supporting community-led initiatives for social change.
